A Vietnamese Deputy Minister accused of sexually assaulting a South Korean female official during a diplomatic visit has sparked serious international controversy.

Hoang Xuan Chien, Vietnam’s Deputy Minister of National Defense, allegedly committed sexual misconduct against a South Korean Ministry of Defense female official during his visit to Seoul in September 2025. 

The incident occurred during an official dinner on September 11, part of the 2025 Seoul Defense Dialogue (SDD). Chien reportedly made inappropriate physical contact and sexually suggestive remarks toward the woman, which was described as sexual harassment. The South Korean Ministry of Defense summoned the Vietnamese military attaché and expressed strong protest. On September 19, South Korea formally summoned the Vietnamese ambassador and demanded a clear explanation and preventive measures to avoid similar incidents. Officials emphasized that Chien’s behavior seriously damaged mutual trust and violated basic diplomatic etiquette. 

Chien left South Korea and returned to Vietnam on September 12, the day after the incident. Due to his departure, South Korea was unable to pursue legal investigation. South Korea continues to monitor Vietnam’s response and hopes both sides can resolve the matter responsibly. 

The South Korean government has provided psychological support to the affected official and refrained from disclosing further details to protect her privacy.
